SeismicPhase.phase_conversion(tau_model, from_branch, end_action, is_p_to_s)

Change max_ray_param and min_ray_param where there is a phase conversion.

For instance, SKP needs to change the max_ray_param because there are SKS ray parameters that cannot propagate from the CMB into the mantle as a P wave.
